Joppa Mother Charged With Murder In Infant's Death

A 9-month-old child's death was deemed suspicious earlier Tuesday. The mother is in critical condition after attempting suicide, police said.

UPDATED (Wednesday, 10:43 a.m.)—The mother of a 9-month-old is charged with the murder of her child in a case police had initially deemed suspicious Tuesday afternoon.

Qucelia Yvette Baldeo, 19, of the 900 block of Scannell Court in Joppa, is charged with first- and second-degree murder, first-degree assault and child abuse, according to a release from the Harford County Sheriff's Office.

Deputies responded to the Scannell Court address at 1:33 p.m. Tuesday, where they found 9-month-old Selena Olivia Weber in cardiac arrest. Paramedics from the Joppa-Magnolia Volunteer Fire Company rendered medical care to the child, who was transported to Upper Chesapeake Medical Center, where she was pronounced dead at 2:18 p.m., according to the sheriff's office.

Personnel also transported Qucelia Baldeo, who police said attempted to take her own life by slitting her wrists, to Upper Chesapeake.

She remains in critical condition, police said Wednesday morning.

WOW, that poor baby. GOD rescued her from a life of pain and violence. Now the "mother" can live with what she has done. Evil is everywhere!

CORRECTION
Know your facts. She is suffering from severe postpartum and the babies father broke up with her. Shes only 19 and her world is very small. there was no abuse here at all. she loved her baby. before everyone becomes judgmental ask your self....have you have severe postpartum depression, suicidal, felt unloved by your mate, felt like a burden? If God can be merciful, so can we. I am her uncle, I loved QuCelia and Selena as much as I could. I welcomed her in my house, I rushed her to the hospital for Selena's birth, Our whole family loved her and supported her. Please, do not underestimate the power of postpartum depression. Learn the signs and help prevent the same tragedy from happening in your family.

Well Uncle George, while I am sorry for your loss, it sounds like YOU did know the facts. If that's the case, what did YOU do to help her? I mean if "your whole family loved her and suported her", than why didn't anybody in your "whole family" make any attempt to help her, or better yet, help her defenseless baby?? You end your comments with, "learn the signs and help prevent the same tragedy from happening in your family". Sounds like you could use a little of your own advice...

Hey Bryan! Guess what? We are learning about the signs as this is fairly new to us as a family as well! We all feel horrible about this as many of you are as well! Please refrain from being judgemental and making assumptions that she wasnt loved. She has a huge family and all love her no matter what she does. Believe me, im sure someone had reached out to her, but could only do so much because of circumstances and whatever the case may be. She makes her own decisions just like you and me....Now all we have left is her being able to recover and living her life with this on her mind. Qu will never be the same again as well as her family.

First of all, I want to extend my deepest sympathies to you & your family. This is a tragic loss that does not require blame. Recognizing the signs of depression is so difficult & even more difficult is recognizing the signs that it may lead to suicide or murder. It's the last thing we want to imagine is possible, & it's not until something horrible happens that we have to accept as true. You & your family are not to blame, so don't let anyone place that burden on you.
You are 100% right to lean on God in this difficulty. He will provide & help you all deal with the consequences here. He has a plan for good, even in the midst of evil. Your niece is not evil, but she was consumed with the evil that surrounded her. Grace & mercy are still available to her as long as she breathes & I pray she will recover.
I have been in her shoes & known the overwhelming sense of despair. Thankfully, I did not follow through with the thoughts in my head. But I understand the defenseless position that left her vulnerable to her dark ideas & hopelessness. God is good, in all things - yes, even in this. Keep your eyes on Him & He will show you His great mercy.
Again, my prayers are with you & I am willing to go & pray with you for your niece. An odd offer from a stranger, but a sincere one. In any case, my prayers for her & all of you will continue!

@Uncle George...That is no excuse for murdering your child!!!! If you're not ready to be a mother at 19, don't have children. Obviously neither parent was mature enough to take care of a baby. If your family loved and supported her so much, the baby should have been in some other family's care, and probably would still be alive. There are way to many children be brutally murdered by parent who shouldn't be having them in the first place!!!!!!

@Annon13...No, everything is not going to be "alright"!!!! How many children have to be murdered by their parents? Then it's never the parents fault because the parent's had so many problems, they couldn't cope, they were depressed, overwhelmed, etc! The solution to that is, don't have children if you have these issues and are not emotionally able to take care of yourself and definately not able to raise a child! @ Uncle George....Bryan has it exactly right, this tragedy might have been prevented had the family stepped in since they knew she had problems. My sympathy is for the poor baby that had no chance for a life.

This is very sad, their baby was beautiful! I can say having a baby at a young age on your own is very hard and depressing because I was left like that. Due to my sons father on drugs...but that does not give the ok to harm their baby. She needs to be evaulated...never have I ever ever thought of hurting my baby no matter how hard things were or how upset I was with being alone in it all...its a shame...the baby didn't do anything..and my baby is the only thing that kept me going! I can't believe postpartum having someone kill a baby...its selfish!

Oh to the contrar John, I was not being judgmental of Uncle George. My comment was merely pointing out what sounded hypocritical in Uncle George's post. That's it, no more...no less. I do feel for Uncle George and his family, but I am having a hard time with what appears to be an obvious case of not practicing what you preach, when others post their thoughts on the matter. But it is a tragedy no matter what.

Ce is a bright, beautiful young woman and is a child of God, as all of you are. I'm thankful that no sin is greater than another (except one who knows Christ and denies him.) I know that each person posting so hatefully is also thankful that their sin of hate will be forgiven as Ce's will, because according to the Bible, they are equal. Our Father gave His only son for us to be forgiven. ALL of our names are written on His scars. Only He is empowered to forgive...and ultimately judge. Im so thankful that I have a Father that gave me that gift. The same Father that loves His baby girl, Ce, loves me as equally. Therefore, I still love her and I always will. She is precious. Salena is precious. They are my sisters in Christ and I love them as God has commanded. Ce, I love you. Once a Mustang always a Mustang ;) Ms. Kelli

Postpartum depression my ass. That's the term the crooked lawyers made up to get murderers off so they can gain recognition & monetary gain. Regardless of what people call it she's a freakin' murderer & doesn't deserve another breath on this planet. God is forgiving but not when u play his roll. Rot in hell not jail. I sure don't want to pay my hard earned money to uncle sam to keep her cold heart pumping blood. Fly freely to her innocent angel

I agree with you both!! We are all held accountable for actions!! Nobody can REALLY analiyze the human behavior!! TO harm anybody is just NOT ACCEPTABLE, for an infant is just plain unjustifiable, and I agree with "Shari B" folks is holding fundraisers for the teen who MURDERED HIS FATHER IN COLD BLOOD!! This is JUST DOWN RIGHT TWISTED!!!
