Harford County Emergency Manager Rick Ayers issued the following message at approximately 5:20 p.m. Thursday:
"Good evening, this is Emergency Manager Rick Ayers. Harford County has been placed under a flash flood watch by the National Weather Service. At this time, it appears the heavy rains will begin after midnight and continue until around noon on Friday.
"The current forecast is calling for 2 to 3 inches of rain, with some isolated areas of higher amounts. Therefore, the potential for flash flooding is possible, and I encourage motorists to use caution as always. There is also the possibility of strong thunderstorms and an isolated tornado during this weather event. Therefore, monitor approaching storms and take shelter if necessary. Thanks and be safe."
