Unfair system

Double standards

I'm very disturbed with today's system and just have to question it at times. The state will help a person that has many children ( a woman) and does not work when they are capable but will not help a person that works hard everyday but doesn't receive the support from the other parent. My fiance' raises 4 children from previous relationships that primarily live with him, but has visitation with their mothers. He has applied for child support from the mothers but yet to receive any payments. One has been on child support for 2 yrs and in arrears of about $6000.00, has paid nothing but still running free with no consequences. She is capable of working but instead has popped out 2 children since so she was able to beat the system by getting pregnant. The other is about $1000.00 and nothing has happened to her yet either. I know for a fact that no man would ever be able to get away with such and would of been in jail after owing $1000.00 at the least. Then my fiance' tried to get some help with food stamps for the children due to getting no help from their mothers and only gets approved for $24.00, mind you he does not make that much money to support 4 kids alone especially after his taxes and medical insurance for himself and children are deducted. But the mothers work none, have more children and get all the help they need through the state while they help none with their previous children. My question would be, What can be done to make a difference with this double standard between men and woman?
