Harford County's HR Director Vacates Position

County Executive David Craig announced Thursday who will take over human resources.

As of Oct. 1, Harford County will have a new director of human resources, County Executive David Craig announced Thursday.

The current director of human resources—Scott Gibson—has accepted a position outside Washington, DC, with Melwood, a nonprofit that helps people with disabilities find employment.

After seven years with Harford County, Gibson is moving on to become vice president of human resources at Melwood, according to a press release from Harford County.

“I thank Scott for his seven years of service to county government, and wish 
him well in his future endeavors,” Craig said.

With Gibson's departure approaching, the county executive appointed Deborah Duvall, senior assistant county attorney, as the interim director of human resources.

Duvall has represented the county's human resources department on legal matters like union negotiations since 1992, according to the press release.

Her annual salary is $119,781, according to ExploreHarford.com, which reported that Gibson's salary was $115,370.
