Update: (4:45 p.m.)

The Daily Record granted Harford County with the Innovator of the Year Award for its use of Spigit, an online application that streamlines social musings about different community issues on the Internet to local businesses and governmental departments.

County Executive David Craig talked about the service's success in Harford County in an interview with WBAL-TV.

"People can debate the issue before it gets to me," Craig said in the interview.

He also talked about an upcoming service that will allow residents to send user-generated content, such as photos, video or text, and send it straight to local government officials.

"Let's say you have a pothole. In the past, you call. 'They have a pothole.' You can actually take a picture of that pothole and send it to us," said Craig.

The service is expected to be available for residents to use by mid-November.
